Now that the famous junket to Mexico and Panama by four individuals from the Georgetown City Council is over, one should not be surprised but yet still disappointed by the degree of arrogance they are showing. Instead of declaring ‘We shall not be moved’ and that they have no apologies to give anyone they should have been made to answer several burning questions.
Citizens would wish to know since they claimed that the expenses of the trip were underwritten by the contractor, how they came about choosing who the four persons for the trip should be? Bearing in mind that none of whom are trained, experienced or competent to determine the suitability or viability of the parking meters for deployment in Georgetown and. It should be noted that all four are relics from the past Council, why were no new and fresh Councillors chosen.
Clearly, the cart has been put before the horse here. Before the contract was signed all of the necessary checks should have been done, rather than after, which is a fait accompli. Indeed for such a massive and important project the Council should have had a design for the parking meter system created by an independent consulting company that best suits our needs, and then have that design put out for expressions of interest and tenders submitted, rather than just accepting what this so called ‘National Parking Systems’ has to offer with a built in clause that gives the selected four, a free tour around Latin America.
Additionally, citizens ought to know what role they the citizens have to play in the future design and development of the city parking systems in the city in which they work and reside. Are they just to be relegated to the sidelines to watch as the City Council does as it pleases, or are they to be consulted and allowed to contribute their ideas? Local democracy is more than just free and fair local government elections. The Town Clerk and others are public servants not public masters. The audacity of Oscar Clarke is amazing.
Why could this company not have brought a sample parking system and have it installed in Georgetown for demonstration purposes so that not only the four individuals, but all Councillors, all municipal officers, government functionaries and indeed all the citizens of Georgetown would have had a first-hand look.
But in the technologically advanced era that we live in today, it would have been extremely simple to have a webcast done by National Parking Systems from Mexico and Panama all of the other Latin American countries they claim to have a presence, and their purported headquarters in New York City to the Georgetown City Council allowing all stakeholders a look see.
The government should stop this proposed September 1 roll out date, since the citizens are weary of the bullyism at City Hall.
