Desperate plea of small contactor
Dear Editor,
I am a small contractor and I am writing to tell you about the behaviour that has being according with a specific Ministry. The reason I am writing is because it is really unfair that a small contractor cannot get awarded a project without submissions to the person responsible for the awarding of the contract in this country. The Procurement system at the Ministry of Youth, Culture and Sport is unjust. I made complaint to the National Procurement Board but I guess they didn’t look into my claim. The Procurement Officer at the Ministry is making demands if the small contractor really wants to win a project. I personally know of contractors that didn’t fulfill the criteria and are getting calls to bring in documents so that they can be responsive. I have evidence of a certain Procurement Officer signing the Bid Securing Declaration Form that contractor didn’t sign and the same contractor win the project, taking documents out of other contractors bids etc. that makes it really unfair to the other contractors like me, and he don’t want his junior staff to know what is going on.
I have other contractors that can attest to these claims, because I am one of the contractors that was called and was told that I didn’t submit some documents and if I want the contract I can bring the papers in and we can then talk. I wanted to meet the Permanent Secretary so that I can let him know what is really going on there but the PS is never available. I would just like the public to know what is really going on with the system, in order for you to be awarded a contract you have to submit to certain things. That system has to change or have more than one person doing the Evaluation. I would like the relevant authorities to look into that matter.
