One TV broadcast quoted the General Secretary of the PPP as having reservations about the current Commission of Inquiry into the Public Service. He appeared to have taken the position that as a methodology, the COI was the less effective as compared to the mounting of a consultancy to address the published Terms of Reference.
Some will argue that he has a point in that it can be expected that a Consultancy will compose of more specialist expertise experienced in conducting similar organisational reviews, albeit with tried and proven techniques and procedures.
As a group, the consultancy would be expected to be more focused; and certainly in the case of the comprehensive job evaluation exercise which is required by the TORs, the COI may well have to resort to a relevantly qualified team.
In any case, it would be an intricate process that would involve knowledgeable technical support from various disciplines utilised in the Public Service, and will therefore require more time and cost than appear to be currently contemplated. E.B. John
