…This is more than enough to frustrate legitimate printers – says rejected contractor
Persons without the requisite machinery to undertake major printing jobs locally are securing multi-million dollar contracts ahead of established printers, a trend that is now leaving persons in the industry frustrated at the tender process.
Speaking to this publication on the condition of anonymity, one contractor drew reference to a recent large contract secured by a relative of a senior Peoples Progressive Party (PPP) functionary.
That Ministry of Education contract is for the printing and delivery of reading materials and work books at the Nursery level.
According to the contractor, it is a known fact that the person, who was awarded the contract, does not have the requisite machinery to undertake the job at hand.
The specific requirements, such as machinery necessary for the job at hand, are outlined in the bid documents which are purchased by any potential bidder.
Citing another example, the contractor drew reference to a recent contract that was initiated by the Government Information Agency (GINA).
According to the contractor, he submitted a bid for the project but was not successful.
What transpired afterwards, according to the contractor, is enough to frustrate any legitimate businessperson.
He told this publication that the person who secured the contract was without the necessary machinery to undertake the job and as such approached him to sub-contract the work.
He said while this may not be illegal, the person that secured the contract was in fact willing to pay him more than he had bid when he submitted his tender.
This, according to the contractor, could only mean that the person, who successfully got the contract, not only was without the required equipment but also had bid far higher than him. “I am going to stop bidding because this is more than enough to frustrate any legitimate person tendering for contracts when this is the type of thing happening.”
He told this publication that he had actually raised the matter with former President Donald Ramotar, only to find himself being sidelined.
The contractor, who claims to be a close acquaintance of Ramotar, said he first raised the matter with the former President, orally.
According to the contractor, he was asked to meet with the then President to present the evidence he claimed to have in his possession.
He told Kaieteur News he met with Ramotar and the Head of the Presidential Secretariat, Dr Roger Luncheon, to disclose and present what he knew.
The contractor said following his disclosures, he found himself being sidelined for more than a year. During this time he noticed companies that clearly did not meet the required specifications still getting contracts.
This practice he said continues to date.
