…aims to bolster confidence in agency capabilities
The Guyana Revenue Authority (GRA) continued to carry out its Random Selection of Imports for Examination System, yesterday at the GRA compound.
Yesterday’s selection process, which was the second so far for the year, had members of the public randomly selecting one of five consignments from a ticket cage containing the names of consignees from the previous day’s declarations lodged at the Customs and Trade Administration.
Following the selection process, agents of GRA promptly carried out their duties, examining import/cargo containers. The five companies which were part of the exercise were Demerara Distillers Limited, Amazon Caribbean Guyana Ltd, Guyana Beverage Inc., Torginal Paint and R Maye Hardware.
According to the agency’s Public Relations Officer (PRO), Fabian Clowes, this exercise was implemented to improve public confidence in GRA’s selection and examination process.
The agency has been doing random search and examination exercises since last March.
However, this new process has public citizens directly selecting imports to be examined, rather than the computerized system that was previously used.
Moving the Random Selection of Import for Examination System, into public hands was done to rule out speculations of partiality on the part of GRA. By having the public choose, the agency is hoping to restore confidence in the agency’s capabilities in conducting its duties effectively.
Not only will companies be subjected to random searches but individuals who import on a commercial scale will also be subjected to the system. For the next year, GRA will be implementing this exercise on a regular basis with PROs, Internal Auditors and Customs Brokers participating in the process.
This Random Selection system is in keeping with GRA’s commitment to achieve greater transparency and efficiency in the selection process, for consignments to be examined and is designed to involve the agency’s key stakeholder – the public.
Moreover, no parallel selection system will be implemented in the exercise, thus making the public’s selection final. Further, irregularities found during the process will be addressed immediately in accordance with the Customs Laws and Regulations.
