Commissioner of the Guyana Forestry Commission (GFC) James Singh has dismissed complaints by loggers that Low Carbon Development Strategy (LCDS) quotas were curtailing production in the forestry sector.
He said that to the contrary, loggers and saw millers were producing less than 50 per cent of the total sustainable annual production.
“We can actually produce 1.2 million cubic meters annually under sustainable forest management guidelines but in 2012 we only produced 400,000 cubic meters,” he said.
He added: “Our figures for the past five years, 2008 to 2012, state that our production has never surpassed 500,000 cubic meters so we are well below our sustainable limit.”
“So we are very far behind.” He added that he wanted to make that point because of allegations in the print media that the LCDS and the agreement with Norway were curtailing production whereas the statistics show that there was much more scope for increased production and productivity.
He said that the Commission has been doing a good job in sustainable forestry management. “We have had many international audits done here and the auditors have verified that we have the mechanisms and that these mechanisms are working.”
“We have been honoring our international obligations such as the Reducing Emissions from Deforestation and Forest Degradation (REDD+), Monitoring Reporting and Verification System (MRVS) and the Memorandum of Understanding (MOU) with Norway and we have already started the process of sourcing satellite imagery at 5 meters resolution for the entire country to do the next check on our state of deforestation,” he said.
“But we in the forestry can do a lot more in terms of our contribution to the Gross Domestic Product (GDP). “
He said that towards this end the GFC met with loggers last week and told them that they had to produce more.
He said that the GFC has made it mandatory for the operators to harvest more.
The foresters have been requested to fill out forms detailing their short term, medium term and long term production targets.
Singh said that this year, the Commission will monitor their performance against their plans very closely to ensure that they comply with their harvesting targets.
