Dear Editor,
In its history from Independence in 1966 to 2011, 46 years, Guyana has seen good governance for only 10 years-from 1986 to 1996. Guyana was only ruled by two political parties, PNC and PPP.
PNC
From 1966 to 1985 under the PNC, the economic policies failed to give Guyanese the quality of life that they were promised when they supported the PNC and PPP call for self governance/Independence. Guyana became highly indebted .The public had to join lines (guylines) to get a basic food items. Party paramouncy ruled.
PNC ERA OF GOOD GOVERNANCE1986 – 1992
With Hoyte as President, he embarked on the ERP. He got rid of party paramouncy .This road steered Guyana to development, the guylines diminished. The economy began to grow rapidly.
At this time, the President’s salary was G$G30,000 monthly, Prime Minister’s salary G$25,000, Senior Minister’s salary G$20,000 and a Junior Minister salary was G$15,000.
Many Permanent Secretaries and senior public servants were earning more than the President
PPP ERA OF GOOD GOVERNANCE 1992-1996
The PPP under Jagan continued the ERP and the confidence and economic growth continued.
A World Bank report stated that, given the growth rate, Guyana will be able to shake off its national debt by 2010. Salaries under Jagan remained the same as under Hoyte, no changes were made. The President Salary was G$G30,000 monthly, Prime Minister’s salary G$25,000, Senior Minister’s salary G$20,000 and a Junior Minister salary was G$15,000.
PPP 1997-2011
There were a number of Presidents – Hinds, Janet and Jagdeo. Under Janet and Jagdeo, confidence weakened and the growth rate slowed and began to decrease.
Janet increased salaries drastically, Junior Ministers jumped to G$250,000, Senior Ministers G$300,000, Prime Minister G$350,000 and President $400,000. Their monthly allowance was in excess of $250,000.That was the last increase that I know of.
ELECTIONS 2011
APNU
The PNC as part of the APNU party has not shown any remorse for activities done under Burnham such as dismantling of the Railway, Rigged elections, and post elections violence and vengeance taken out on innocent people under their organised marches
They need to apologize. I would never trust a party that cannot apologise for mistakes/misguided practices. Reason: They may do it again if things do not go their way.
PPP
The PPP from Janet to Jagdeo has broken many public service rules, breach accounting policies and constitution. They enriched their close party supporters and themselves to the detriment of the country. Acres of state lands in prime location were transferred (“sold”) to their supporters. They sold assets without collecting money. The list goes on. They are the typical Animal Farm characters.
The PPP embraced the bad elements that were thrown out by Hoyte. These same elements were responsible for rigging of elections and criminal acts on innocent civilians and their supporters as well, one of them is known to be a ring leader in the 1963 Mackenzie massacre of innocent people.
AFC
This party is made up of people who want change, who were members of other parties and broke away because they could not agree with what they were doing. There are no thugs in their midst, they are all very qualified and established and most importantly, they have the people and Guyana at heart. They will do things that will benefit the people of Guyana.
The PNC refuses to apologize to the people for what was done under Burnham and the post 2007 disturbances. The PPP had framed and dismissed all the employees that talked about their corruption practices, those that provide objective criticism were marginalized only those that says YES were kept.
