Last year, Government allocated some $1.5 billion which according to Finance Minister, Dr Ashni Singh, was spent on upgrading the infrastructure in the justice system which resulted in the completion of the first family court.
The cost of the construction was $58.8M and the court is still to be staffed. Two Magistrates’ Courts were constructed at Charity and Leonora at the cost of $22.8M.
The sentencing guidelines for judges and magistrates were developed to help facilitate simplification, uniformity and predictability of sentencing matters.
In addition, the Minister said that judges and magistrates benefited from training in judgement writing and judicial leadership and development.
The criminal and procedural manuals were completed to aid the processes and procedures of the court.
It was further disclosed during the budget presentation that it was the first time in 23 years that the revision of the substantive laws of 2006 were completed, while some $20m was expended on law books to upgraded and maintain the current library collections.
This year, it is expected that $2.4 billion will be pumped into the justice system. According to the Minister, the operationalising of the Family Court will result in the provision of a facility where family law, including child custody cases will be addressed in a specialized environment.
A sum of $195.4m has been allocated for the construction, rehabilitation and extension of the Mibicuri, Whim, Lethem, Christianburg and Georgetown Magistrates Courts.
In an attempt to improve the efficiency of the judicial administrative system, the minister said that an electronic document management software will be implemented in the High Court.
The software is expected to monitor new cases being filed in the High Court.
It is expected to be operational later in the year, around the same time the operation of the digital speech recording system to reduce time taken to record evidence in the Supreme Court and Court of Appeal will be effected.
The minister said that Judges and Magistrates will benefit from training in court administration and time management, and methods of dealing with domestic violence.
