I recently returned to Guyana for a short visit and upon arrival at the Cheddi Jagan International Airport, I was greeted by this huge sign that designated the President of Guyana, Bharrat Jagdeo, “Champion of the Earth”. I couldn’t help myself but to laugh as I found this to be ridiculous.
Georgetown, under the Jagdeo administration, has seen lots of overgrown grass, bushes, and trees that have not been tended to in order to beautify the city. Moreover, the well being of the thousands of people that live there and the environment are being endangered due to the pollution of the trenches and gutters in and around the once beautiful city.
The President is no “Champion of the Earth”. In fact, his administration destroys it every day by ignoring the basic essence of controlling pollution.
The US$250 million awarded to Guyana is what the slogan is referring to. The man has brought home the Bacon! Let the spending start.
Apparently, some people forgot to remind themselves that in order to draw down the funds, the necessary documents outlining the legitimate expenses must be submitted to the World Bank.
The problem here is that the people in this administration are not accustomed to, or have the experience in preparing legitimate and transparent expense reports that would satisfy any international organisation. As a matter of fact, all the expense reports that we have seen from this administration are saturated with excessive spending and abundant hints of corruption and payoffs from excessive bids.
To back up the lack of accountability, the Auditor General reports show for each and every sector of the various ministries, missing and unexplained uses of funds. So why is President Jagdeo and his administration upset at Norway and the World Bank? M. Jagmohan
