The operations of GWI need thorough investigation
Dear Editor,
I have read a letter in the Kaieteur news of 28th July 2008, sent by a concerned citizen, about the terrible state of affairs at GWI.
Regarding the significant turnover of staff and dismissals, can the person who heads the Personnel/Human Resources Department be asked to issue a response on this issue and confirm/provide the figures for staff turnover/attrition at the GWI since Mr. Karan Singh has resumed his innings” at GWI?
Mr. Singh recently made a statement about a shortage of contractors. I can tell you from experience that no honest/decent individual or company wants to work for GWI. I worked for my brother on two contracts his company was awarded, and we had such a terrible time to get our money, and were harassed in many other ways. I can tell you quite clearly there were contractors who had no such problem.
As a taxpayer, I am hereby asking the Government and the Directors of GWI to do the following:
1) Have both the internal audit (assuming it is not a toothless poodle) and state audit departments examine carefully the procedure and system for award of contracts, to determine fairness and above board transactions.
2) Audit a few contracts randomly with assistance of a properly qualified and strongly independent civil engineer such as Bert Carter to check quantities of material used /purchased compared to engineers’ estimates etc. with the view of doing a value-for-money audit.
3) Do a secret survey by a recognised independent firm on staff morale, since, if the workers are not happy, they will not perform. This I guarantee will be revealing if the right questions are asked.
4) Do a financial audit on all procurements of GWI to see if purchases were transparent and made in the best interest of the GWI and people of Guyana, the ultimate owners.
5) Audit for billing and collection efficiency and compare with similar institutions in Trinidad, Barbados and Jamaica.
Mr. Editor, I know this letter is long, but Guyanese must demand this type of accountability in publicly owned corporations, including GPL, GUYSUCO etc.
Finally, if the audit shows poor, inefficient and less-than-transparent governance, bring them to the table and let them show why they should not go.
