New $6B water treatment plant for Diamond
(Kaieteur News) – The new water treatment plant, the Guyana Water Inc. (GWI) is planning to construct at Diamond on the East Bank of Demerara, is estimated to cost some $6,142,500,000.
GWI recently issued a tender, seeking contractors for the “design, supply, instillation and commissioning” of the Diamond Water Treatment Plant.
Responding to the call, a total of five bids were received by the National Procurement and Tender Administration Board (NPTAB). The bids, which included companies out of China and Mexico are as follow: Shandong Hi-Speed Dejian Group Ltd – $10,784,040,000; Jiangsu Gaia Environmental Technology Co. Limited – $3,476,624,420; Hi-Pro Ecologicos SA de CV (Mexico) – $4,492,069,000; Sinohydro 12 – Sinohydro Joint Venture (VAT Exclusive and Inclusive of Provisional Sums) – US$ 44,302,689.47 and Sinohydro 12 – Sinohydro Joint Venture (VAT) – US$6,002,804.18; and China Railway International Group Co. Ltd, in joint venture with China Tiegong Investment & Construction Group Co. Ltd and North China Municipal Engineering Design & Research Institute Co., Limited – $7,276,320,784.47.
This publication understands that the project will be financed through a loan, the Guyana Government acquired from the Inter-American Development Bank under the Climate Resilient Water Infrastructure Improvement Project.
The GWI advertisement had stated that the facility will be a 30 million litres per day (MLD) surface water treatment plant, with construction expected to last for 24 months.
Back in March 2025, GWI stated that under the Guyana Climate Resilient Water Supply Improvement Programme, the initiative was being carried out in collaboration with the Inter-American Development Bank and the Japan International Cooperation Agency (JICA).
Once completed, the water treatment plant will significantly enhance water access for thousands of residents along the East Bank corridor, ensuring a more resilient, sustainable, and efficient water supply system. The project will also reduce groundwater abstraction and improve climate adaptability through modern infrastructure and non-revenue water (NRW) reduction initiatives.
As part of the broader Guyana Climate Resilient Water Supply Improvement Programme, the project will be supported by key infrastructure investments, including investment in water treatment and transmission, which seeks to construct a modern water treatment facility, raw water intake infrastructure, and 30km of new transmission mains.
GWI said it remained committed to providing safe, reliable, and affordable water services while adapting to the challenges posed by climate change.
GWI’s CEO, Shaik Baksh in the statement, had reaffirmed the company’s dedication to delivering improved service quality to residents across the country, stating, “this partnership with IDB and JICA represents a major step forward in ensuring a sustainable and climate-resilient water supply for our growing communities which we are witnessing through developmental transformation and expansion. The new Diamond Surface Water Treatment Plant is a key component in our vision for a modern and efficient water system,” he related.
