Opposition leader picks nominees for Local Govt. Commission
Formal response dated 7th August, 2026, from Opposition Chief Whip Tabitha Sarabo-Halley, MP, detailing the Leader of the Opposition’s submission of Leola Narine, Leslyn Lowe, and Nicholas Chesney as recommended members for the Local Government Commission following inter-party consultations.

(Kaieteur News) Minister of Parliamentary Affairs and Governance, Gail Teixeira, has directly engaged the Leader of the Opposition to formally initiate key constitutional consultations regarding appointments to three major bodies, the Local Government Commission (LGC), the Judicial Service Commission (JSC), and the Public Service Commission (PSC).
Official correspondence seen by this newspaper reveals that Minister Teixeira wrote directly to the Leader of the Opposition, Azruddin Mohamed, on 24th July, 2026, on behalf of the President to initiate the consultation process for appointments to the commissions.
Regarding the Local Government Commission, Teixeira referenced Section 4(1)(b) of the Local Government Commission Act 2013, noting that the tenure of the body had expired. She advised that the Commission shall consist of, inter alia, three members appointed by the President acting on the advice of the Leader of the Opposition after consultation with other parliamentary parties, requesting that Mohamed consult accordingly and advise the Head of State.
In response to the letters dated 7th August, 2026, signed on behalf of the Opposition Leader by Opposition Chief Whip, Tabitha Sarabo-Halley, the Office of the Leader of the Opposition formally conveyed that following consultations with other parliamentary parties, the Leader of the Opposition officially submitted his advice to President Ali.
Rather than selecting the nominees recommended by APNU, Ronald Daniels and Joan Ann Ramocindo, WIN chose to select its own representatives alongside another Forward Guyana Movement. The Leader of the Opposition formally advised that Leola Narine of WIN, Leslyn Lowe of WIN, and Nicholas Chesney of FGM be appointed as members of the Local Government Commission.
Addressing why APNU’s recommended candidates were bypassed for the LGC, Mohamed explained: “We have other Commissions, we selected who we believed best fit.”
Across all three letters, Minister Teixeira noted that Ali intends to make a decision on or before 14th August, 2026, requesting responses by 7th August, 2026. During a press conference on Tuesday, President Irfaan Ali confirmed that formal written correspondence had been dispatched through Teixeira. Addressing journalists, Ali reaffirmed his administration’s commitment to adhering to constitutional protocols.
“Minister Teixeira has written on different matters that constitutionally we should write on in relation to the Leader of the Opposition…and those matters are being dealt with. So wherever consultation is required in accordance with the Constitution, as I have said before, you can be assured that I will fulfill my mandate in accordance with the Constitution of Guyana,” President Ali stated.
In addition to the LGC, Teixeira’s correspondence addressed the expired Judicial Service Commission and Public Service Commission. Citing Article 198(2)(a) of the Constitution following the conclusion of the previous body’s tenure on 13th July, 2026, Minister Teixeira informed the Opposition Leader that President Ali proposes for consultation the appointment of retired Justice Carl Singh, C.C.H., O.R., as a member of the Commission.
Writing in response, Sarabo-Halley confirmed that the Leader of the Opposition acknowledges receipt of the correspondence and notes the President’s proposal. Further, citing Article 200(1)(a) of the Constitution following its expiration on 13th July ,2026, Teixeira stated that President Ali proposes for consultation the appointments of Maurice Rudranauth Gajadhar, Melcita Bovell, and Leila Ramson.
The Opposition Chief Whip confirmed that the Leader of the Opposition notes the President’s proposed nominees, together with the submitted curricula vitae.
