Proposal to reconstitute PPC on tomorrow’s PAC agenda — Mahipaul
(Kaieteur News) – A Partnership for National Unity (APNU) has proposed that the Public Procurement Commission (PPC) be reconstituted, with the matter set to appear on the Public Accounts Committee’s (PAC) agenda tomorrow.

The disclosure was made last week by Member of Parliament (MP) and Opposition Commissioner on the PAC, Ganesh Mahipaul, in a telephone interview with this publication, later followed by a written statement. Mahipaul said he was pleased the Committee had agreed to place the matter on its next agenda, describing it as the first step toward reviewing the current situation and taking the necessary action to reconstitute the Commission.
“The APNU also proposed that the process to reconstitute the Public Procurement Commission be commenced in accordance with the established statutory procedure, beginning with the advertisement for suitably qualified persons to apply,” he said.
A commission without members since July
The PPC’s last term ended in July 2025, and no new commission has been installed since. This is not the first time the body has lapsed: in July 2022, this publication reported that President Irfaan Ali swore in four of the five commission members more than two years after the previous PPC’s term had expired.
The PPC plays a central regulatory and oversight role in public procurement, monitoring government contract awards to ensure fairness, equity, value for money, and competition, and to ensure procurement procedures comply with Guyana’s laws.
The four members sworn in, in July 2022 were Alliance For Change (AFC) executive Dianna Rajcumar, former National Tender Board Chairman Berkley Wickham, Joel Bhagwandin, and Rajnarine Singh, each serving a three-year term effective 1st July, 2022. The fifth member, Guyana Bar Association President Pauline Chase, was out of the jurisdiction at the time and was expected to be sworn in upon her return.
