US$9M national control centre to manage power plant for August operation
(Kaieteur News) – The Guyana National Control Centre (GNCC), a US$9 million facility being developed as part of the Wales Gas-to-Energy project, is on track to become operational by August 2026, according to the Ministry of Public Utilities and Aviation.
Minister of Public Utilities and Aviation, Deodat Indar on Tuesday led a site visit to inspect ongoing works on the construction of the GNCC – which is a critical component of Wales Gas-to-Energy (GTE).
The facility is currently going through testing of functionalities that include power, internal generators, security, water, and air conditioning systems, among a host of integral parts of the GNCC.

During the visit, the Guyana Power and Light (GPL) Incorporated senior officials noted that the GNCC’s Supervisory Control and Data Acquisition (SCADA) equipment is in the country and is currently undergoing acceptance testing at the power company’s secondary control centre at Sophia. The SCADA equipment will enable GPL to monitor, control, and optimise electricity distribution across the Demerara–Berbice Interconnected System (DBIS), thereby significantly strengthening real-time management and improving overall system reliability.

The ministry stated that GPL anticipates the new facility will be fully operationalised by August 2026, following successful acceptance of all tests.
The Wales GTE project, which includes the construction of a Natural Gas Liquids (NGL) facility and a 300-megawatt (MW) power plant at Wales, West Bank Demerara, has faced mounting criticisms over delays and escalating costs.
The project is now expected to achieve first power by the end of 2026. The project’s initial deadline was December 2024.
While the first power turbine is expected to come online by the end of 2026, the other gas turbines are expected to be fully commissioned by the first quarter of 2027 and the combined cycle operation to be completed by June 2027.
According to reports, Power China International Group Limited out of Beijing, China was awarded a $1,827,929,605 (US$9M) contract to construct GNCC back in 2024. The GNCC is a project being executed by the Office of the Prime Minister, and it aimed at managing the affairs of the gas-fired power plant.
