Govt. to strengthen litter, noise nuisance laws – Nandlall
(Kaieteur News) – The government of Guyana (GoG) is aiming to tighten the noise and littering laws adding stronger penalties.
On Tuesday’s episode of “Issues in the News” Attorney General (AG) and Minister of Legal Affairs Anil Nandlall said that the government has made its position clear that these are matters of the highest priority.

He explained that the Summary Jurisdiction Offences Act will be reviewed and amended. It will include new offences for littering, increased penalties, prison time for repeat offenders and community service.
“So, I have been, I was instructed by His Excellency to review the current framework with a view of strengthening it, increase the penalties and also consider making enforcement easier,” Nandlall said.
The AG disclosed that he has started the process to review the legal framework but noted that currently there is a good framework in place. The revision is aimed at expanding the scope of the law and increasing penalties.
Nandlall reminded that regulations published in the 2013 gazette under the Environmental Protection Act of 1996 set out a detailed regime to address noise nuisance and littering.
The AG noted that the existing EPA regulations have already set limits on decibel levels and the distances applicable to sound. These penalties carry fines of up to $300,000 to $750,000 and also up to a year imprisonment.
