(Kaieteur News) – A Partnership for National Unity (APNU) has accused the People’s Progressive Party/Civic (PPP/C) administration of allowing a prolonged leadership deadlock at the Region Ten Regional Democratic Council (RDC), which has remained unresolved for more than three months.
The RDC elections were held on October 10, 2025, but ended in a 9–9 tie between the APNU and We Invest in Nationhood (WIN) nominees. Minister of Local Government and Regional Development, Priya Manickchand had stated that she has no role in choosing a regional chair, but expressed hope that it is done “shortly”. However, Region Ten remains without an elected chair and vice-chair.
Speaking at APNU press conference last Friday, People’s National Congress Reform (PNCR) General Secretary, Sherwin Benjamin reminded that the responsibility for resolving the impasse rests with Region 10 Clerk of Council and Regional Executive Officer (REO), Dwight John. However, he noted that political interference has stalled the process.
“And it appears as if the government seems to be willing to have these kinds of situation exist because they benefit from these kinds of chaotic situation,” Benjamin said. It should be noted that President Irfaan Ali swore in regional chairpersons and vice-chairpersons for the other nine regions back in November 2025.
Benjamin argued that the stalemate reflects a broader pattern of governance under the PPP administration. “It shows a pattern of the PPP civic administration not respecting the rule of law,” he said.
“And I’m saying to the Guyanese people that we’ve had enough, we need to take the decisive action to deal with condignly this government, and I’m hoping that when we call on you for support to get out on the street as needs be, you’re with us, because at the end of the day, the eroding of the rule of law affects all of us, and we need to take and make decisive actions as citizens and hold this government accountable,” he added.
WIN has similarly accused the government of vindictive politics. For months now the party has been calling on the REO to reconvene the meeting to possibly bring the tie to an end.
WIN Region 10 councilor and chairman nominee Mark Goring accused Minister Manickchand and President Ali of indifference and selective engagement. He argued that while the minister cannot decide who becomes chair, she has administrative authority over the REO.
“He report to you, he send reports to you, and so you have that authority to have him, reconvene the meeting. What you don’t have is a decision in the matter, to decide on who be chairman or not, but you have that authority as the minister responsible for local government,” Goring had said.
“So, you supposed to be able to indicate to the REO that you need to move on with the business of the people, if you’re a fair minister…” he stated.
