Rethinking Citizen Engagement in Guyana: Moving Beyond Ministerial Outreaches

The Government of Guyana has taken bold steps to fulfill its mandate through cabinet outreaches and town hall-style gatherings aimed at addressing citizens’ concerns. While these efforts demonstrate a commitment to public engagement, experience shows that this approach is neither the most effective nor sustainable.

Mobilizing ministers and their teams to be physically present across regions is a costly and time-consuming exercise. More importantly, it detracts from the policy makers’ primary function of governance and strategic decision-making. Such outreaches too often result in superficial engagement, with many issues left unresolved or inadequately addressed. Worse still, these events tend to be perceived as political grandstanding rather than genuine service delivery.

A more effective model would be to establish independent, statutory task forces endowed with clear mandates to receive, coordinate, and resolve citizen complaints and concerns. These task forces would operate sector-wise—covering health, infrastructure, utilities, and more—functioning as permanent, professional bodies empowered to enforce timely responses directly with relevant agencies. Such entities would employ modern complaint management systems to track issues from initial report through resolution, ensuring transparency and citizen verification at every stage. Crucially, penalties would be imposed for non-compliance, guaranteeing accountability within the system. Ministers would shift to high-level oversight roles, focusing on policy, while the task forces handle frontline service delivery. This approach, which builds on existing examples like the Public Utilities Commission, would result in more efficient government operations, reduced politicization of citizen concerns, and vastly improved public trust and satisfaction. Guyana deserves a citizen engagement framework that is sustainable, efficient, and truly addresses the needs of its people—statutory task forces offer a promising path forward.
