Dear Editor,
Guyana’s development is advancing at an unprecedented pace, showcasing remarkable strides in various sectors. However, this progress is significantly hindered by the persistent challenges within our local governance structures. The performance of Neighbourhood Democratic Councils (NDCs) is woefully lacking and severely compromised by unqualified and corrupt staffing, alongside ineffective administrative systems.
Officers placed in positions of local authority often lack the necessary expertise and commitment to effectively serve tax-paying citizens. Their persistent failure to address legitimate community concerns, coupled with arrogance and an abuse of power, has created an additional burden on innocent, law-abiding citizens. Compounding this problem is the absence of accessible administrative mechanisms that would allow disenfranchised citizens to seek meaningful recourse through their local NDCs.
Frequently, community members are compelled to escalate their complaints directly to the Ministry of Local Government, where they are met with silence or inaction. This cycle leaves our citizens feeling hopeless and disenfranchised, eroding trust in public institutions and threatening the social cohesion vital for Guyana’s continued development.
We respectfully call upon your direct intervention to address these critical governance failures. A decisive, central government-led response is essential to restore confidence in local administration and to ensure that democratic councils serve the interests of all Guyanese, in fulfilling their mandate.
To assist your administration in crafting effective strategies, we propose the establishment of a Special Unit to Monitor and Respond to Local Governance Issues. This dedicated unit would:
training programs aimed at enhancing the skills and ethical conduct of local government personnel.
This initiative would alleviate the burdens on communities, foster greater transparency and responsiveness, and ultimately promote more fruitful and productive lives for all Guyanese citizens by strengthening local democracy from the ground up.
We thank you for your attention to this matter of critical national importance and trust that your leadership will prioritise reforms to enhance the quality of local governance for the benefit of our nation.
