Kaieteur News – The Real Estate Agents and Brokers Bill and The Data Protection Bill 2023 are among a number of incoming legislation set for second reading in the National Assembly on Thursday.
The bills will be read at the next sitting of the House slated for August 3, 2023. According to the Order Paper for Thursday’s sitting, the Real Estate Agents And Brokers Bill 2023 which was published on 2023-07-19 will be read for the second time by the Attorney General and Minister of Legal Affairs, Anil Nandlall, SC.
The is aimed at providing for the registration and regulation of Real Estate Agents and Brokers in Guyana; to promote transparency, accountability and integrity in the Real Estate profession; to protect and assist persons engaged in transactions with Real Estate Agents and to assist in the detection and prevention of money laundering, terrorist financing and proliferation financing, and to provide for other related matters.
The Data Protection Bill 2023 which was published on 2023-07-20 is also set to be moved for the second time by Prime Minister Brigadier (ret’d) Mark Phillips. Once passed, the Data Protection Bill law will regulate the collection, keeping, processing, use and dissemination of personal data; to protect the privacy of individuals in relation to their personal data; and provide for related matters.
Also on the list for presentation is the Electronic Communications and Transactions Bill 2023. Minister of Tourism, Industry and Commerce Oneidge Waldron is to move the second reading of that Bill.
According to Parliament, once passed this new law provides for the facilitation and regulation of secure electronic communications, transactions and receipt, payment and transfer of money and for their legal recognition, to promote the development of the legal and business infrastructure necessary to implement secure electronic commerce and to enhance efficient delivery of governance by public authorities by means of reliable electronic records and electronic filing of documents and for related matters.
In addition to this, the Guyana Compliance Commission Bill 2023 will also be presented by Attorney General and Minister of Legal Affairs for the second reading. This Bill precedes the Act that will provide adequate supervision to reporting entities (Designated Non-Financial Business or Professions and Non-Bank Financial Institutions) for compliance with obligations under the Anti-Money Laundering and Countering the Financing of Terrorism Act; to enhance the compliance, guidance and training regime on money laundering, terrorism financing and proliferation financing in Guyana; to provide domestic and international cooperation; and to provide for other related matters.
