These days are full of surprises. It would come as a surprise when a young man decides to barefacedly try to steal from a woman in a busy downtown area. When caught and thrashed he would say that someone sent him.
The police would be unable to locate the someone.

Another fraud would be uncovered in yet another government department. This one would involve a large sum of cash. But the surprising thing would be the number of people involved.
The authorities would suddenly realize that the present political situation is giving rise to these things, as people believe they can get away with just about anything, courtesy of comments on the political front.

There would be an accident in the mining area. A boat would collide with another, dumping some people into the river. Carelessness would be to blame.
Of course there would be the investigation.
