BCB outline rules for Clubs, five resolutions passed

President of the Berbice Cricket Board (BCB) Hilbert Foster told the large gathering at St Francis Community Development Hall in Rose Hall Town that enough is enough as the over 100 clubs and teams in Berbice passed five resolutions by show of hands as the best run cricket Board in Guyana held its successful seminar to conclude the four-day trip to Berbice by veteran Guyanese Cricket Commentator Joseph ‘Reds’ Perriera.
At the seminar, which was addressed by Perriera and included the presence of the Berbicians in this year’s National youth team, Foster outlined the rules Clubs had to adhere to under his Presidency.
Foster mandated that all Clubs establish a Facebook account to receive information from BCB Facebook page, while every player should also do so to ensure better communication between the Board, the Club and the players. There are 85 second division teams in Berbice, while 30 structured clubs play Berbice cricket including 11 who do so at the first division level.
A minimum of 20 players must be registered, every first division team shall have a junior section except Police, all First Division Teams must have a Coach and a Manager, while every Club shall have an annual meeting, election for office bearers, record of membership with the names of President, Vice President, secretary and Treasurer shall be submitted to BCB within three months from elections.
Foster emphasized that all team members shall be properly attired and teams who arrive late shall forfeit their right to the toss, while Walk-overs shall be granted after a grace period of 30 minutes.
It was also stated the any team which does not complete their fixtures shall not be allowed to play in the next tournament.
First Division transfers of players shall obtain release from old club, shall submit letter of acceptance from new club. BCB Competition Committee shall then grant approval in writing. All Clubs shall provide one contact person and their home venue to BCB.
Foster argued that if the criteria for Windies selection was Regional performance as was the case with Windward Islands batsman Devon Smith who scored the most runs then same standard should have been for Albion’s Veerasammy Permaul.
“The Windies selectors picked three teams that were playing at the same time and Permaul was not in any of them. Those who feel Permaul should have been in one of the teams, raise your hand,” Foster told the larger gathering of Berbice officials. Everyone raised their hands in support of Permaul.
The 28-year-old left-arm spinner past 100 First-Class matches (103) and 400 wickets (444) during the last Regional season and represented the Windies in six Tests (18 Wkts) but has not played a Test match since June 2015. He has played seven ODIs.
Foster said that Junior Inter Inter-County matches should be played in Berbice. There should be a return of Senior Inter-County matches since he feels players take pride in representing their County. The BCB should select teams after the conclusion of the GCB Franchise League, while Clubs should be allowed their own players in fundraising events.

What happen here should be stopped. How is it that the clubs spend money, time and effort into developing players and when they make a Guyana team those same players are prevented from playing in their own Club’s fund raising tournament by the GCB? This is unfair and not right and we as strongly condemn such actions,” an emotional Forster said to raucous applause from those present.
The BCB head was referring to the issue of the GCB calling on the morning of the Roy Fredericks Cup, a Fund raiser for the Blairmont CC in memory of the late great West Indies opener, to inform the organizers that no player who represented Guyana at any level this year were not allowed to participate in the Fund raiser.
All of these motions were unanimously passed by the clubs which while the seven Berbicians selected to represent Guyana in the Regional U-19 team were given a token of appreciation of US$ 50 each. (Sean Devers)
