Dear Editor,
The Government of Guyana has a procurement process and has worked from time to time to have it regulated and managed in a proper and accepted manner.
At times complaints have been lodged at its improper application and recently became an issue at the GWI with its operational chief Dr. Van West-Charles.
In the past, I have opined that the procurement process is of value to any government and in Guyana was well used by past governments. That the current government would not in any way make use of it is but a dream except that this present government is hopeful to make that procurement process way above any sleight of hand.
Really? That is but a dream. Firstly the charge imposed to submit a bid is totally unnecessary. Objections were raised from time to time but without getting any hearing, perhaps because it was felt to be senseless.
Secondly irrespective of how good a bit could be, there is no appeal against an adverse decision simply because that decision of the procurement committee is final.
Where is fairness? Where is rightfulness? Where are sense and sensibility? Totally absent and that is where the system favours those whom the powers that be bless.
To cap this off, I ask the Minister of Education or whomsoever is responsible for the CPCE, to have a close look at how their current bid was accepted despite various deficiencies!!
Shall we say that “the old order changeth not?” Perhaps..perhaps…
