DEAR EDITOR,
Guyana’s problems are not monetary: If you throw X-amount of money at say the electricity issue there is not a guaranteed Y-outcome, as in it will not solve the problem.
Guyana’s problems are more political and political will, knowhow and experience in tackling the issues.
There is a skills shortage due to the Brain Drain. This is why there are so many issues affecting Guyanese.
Let’s take, for example, crime. On the face of it, if you throw X-amount of money to employ more, better-trained, properly-equipped police officers, this may deter some offenders. But it does not really address the issue as to why people are committing crimes.
One of the issues of why people commit crimes is lack of social mobility (people feel stagnated and trapped in their status/environment) and lack of education.
To address these issues, programmes need to be created so that people are gainfully employed; are being trained to upgrade their skills level, and have the opportunity to advance their education level.
This is where apprenticeship programmes come in handy, as they not only give people monetary rewards, but also give them skills so that they can uplift themselves and feel a sense of accomplishment.
When I say that people who have been unemployed for an extended period of time lose their skill level as well as confidence in their abilities to do a job, I am speaking from experience. Not only do you feel incompetent to do a job, but you also feel demotivated to do any job. Hence, you will feel excluded from society.
Apprenticeship programmes are about empowering people.
