The Inter-American Development Bank (IDB) and the National Procurement and Tender Administration Board (NPTAB) yesterday, concluded a two-day workshop aimed at improving the evaluation of tenders financed
by the IDB.
The workshop was held under the theme “What to do when Procurement goes wrong”.
According to the IDB, the training focused on identifying potential challenges that adversely affect the efficiency of the procurement process, explaining the context in which such situations generally arise and why, and what could be the outcomes.
“This workshop is part of a strategy dedicated to achieving better efficiency and performance at the evaluation stage of IDB financed procurement processes. A first event took place on June 20 and June 21, last, focusing on the principles of evaluation for complex infrastructure procurement processes and consulting services.
“A third workshop will take place before year-end. It will focus on the analysis of financial information.”
The general objective is to avoid occurrences that may adversely affect the execution of the procurement process, to increase quality and reduce the total time between process launch and contract signature, the bank said.
The session was attended by about 45 persons who are appointed to be members of evaluation panels and were selected by the NPTAB.
“The IDB Country Office in Guyana is committed to providing all necessary assistance to improve project execution, disbursement projections, and capacity to manage and implement all forecasted procurement activities,” the statement said.
There have been overtime a significant number of complaints over the evaluation of tenders with some miss-steps, sometimes deliberate, unfairly weeding out contractors who would otherwise been in the running to win the award.

NPTAB is the independent agency which handles the tenders and evaluations and makes recommendations for awards.
