Cabinet has granted approval for Crime Chief, Wendell Blanhum, to attend the Caribbean
stakeholders’ meeting in Cyber Security which will be held in Antigua and Barbuda on March 24.
This was revealed by Minister of State Joseph Harmon at a post- Cabinet media at the Ministry of the Presidency, Georgetown on Friday last.
The Minister said that the meeting will inform delegates of the state of cybercrime in the Caribbean, and also, provide insight in building a strategic cyber security awareness programme.
Further, the delegates will be informed about the development of an ideal cyber security awareness and education campaign for the region.
According to the Caribbean Community (CARICOM) website, the Government of Antigua and Barbuda, in collaboration with the Caribbean Telecommunications Union (CTU), will be hosting the symposium.
The theme for the seminar is ‘ICT: Driving 21st Century Intelligent Services’.
CTU Secretary General, Ms. Bernadette Lewis, explained that the purpose of the week’s activities is “to raise awareness of the ICT revolution, the implications for policy, legislation and regulations and how they can be employed to transform existing operations; to foster social inclusion; provide ICT-based the challenges we face in the region and promote national and regional development,” CARICOM reported.
Guyana’s participation in the event will come against the backdrop of the state building its capacity to deal with cybercrime-related matters.
Just recently, the international Cybercrime Capacity Building Project for Latin America and the Caribbean came to an end in Panama. The project was aimed at enhancing the capacity of selected International Police (INTERPOL) member-countries to counter cybercrime through the provision of specialised training, access to cyber forensic equipment; and the coordination of
cybercrime operational activities.
Detective Sergeant Junior Blair, and Julia Jonas, of the Guyana Police Force (GPF) were part of that initiative.
Meanwhile, the Cybercrime Bill of 2016 (Bill No. 17/2016) was laid in the National Assembly and was subsequently sent to a special select committee for consideration. The Bill seeks to combat cybercrime through creating offences of cybercrime to make provision for penalties, investigation and prosecution of the offences and related matters.
Minister Joseph Harmon also reported that the Guyana Police Force’s Senior Superintendent, Traffic Chief Deon Moore, will be participating in a study tour sponsored by the Inter-American Development Bank (IDB) which will be held in Mexico and Colombia from March 25 to April 1, 2017.
The study tour is aimed at analysing the urban transport problems and trends; it will also strive for providing recommendations on matters regarding the public transport infrastructure, operations and financing and institutional organisation.
Additionally, a research officer from the Ministry of Public Security will be attending the seventh meeting of the Technical Work Group (TWG) of the Caribbean Basin Security Initiative (CBSI). The meeting will be held in Port of Spain, Trinidad & Tobago from April 4 to April 6, 2017
Minister Harmon said that the meeting will focus on at-risk youths and vulnerable populations, to develop a strategic plan to reach high risk youths, evidence-based decision making and the implementation of a work programme.
