Dear Editor,
I am writing to ask the management of GPL and the IDB in Guyana, about the award of the GPL’s Power Utilities Upgrade Program. It has now been nine months since the tender closed on this project and 3 extensions to the bid document was requested from GPL to the bid securities. Mid last month both the IDB and GPL had promised an award by the end of the month in October. To date there has been no word on this.
Mr. Editor, one would think with the recent installation of the Public Procurement Commission this matter would have been handled faster since this is unprecedented for an award of this kind. I work in the energy sector in Guyana and I can tell how much money is being lost daily to transmission and distribution losses, which is costing us, the Guyanese public billions yearly. There seems to be a lot of politicking going on with the award of contracts in Guyana, not just this PUUP example but also a host of other programs that will bring relief to ordinary citizens. Every day we have to sit in traffic during our commute to work when approval by donor and loan agencies was given for major infrastructural programs, these include the likes of the EBD bypass road and ECD highway extension. We as citizens of this country are becoming even more frustrated with the way our government conducts our business.
From my perspective I suspect this APNU Government wants to have this PUUP added to budget 2017 to make it look more attractive as yet another big one by this Coalition Government. I hope this is not the case since we continue to lose on line losses. I’m calling on the IDB to issue a release soon as to what is the status of the project, the consultancy aspect if it was tendered after the infrastructure was done and was awarded and has started with no sign down this black hole that is the PUUP.
