Teachers have not received the $3000 increase assured to them

Please publish this letter which is an appeal to the Minister of Education, Dr. Rupert Rupnarine to look into a dire situation which needs his urgent attention. I am a teacher and along with a number of my colleagues who completed a “Non-Graduate English Course” in the year 2014. This course was facilitated and done by NCERD (National Center for Educational Resources Development) and was carried out over a two (2) year period.
The issue is that before commencing the course we the teachers were told that we would have received an additional three thousand dollars ($3000) on our monthly salaries. Lo and behold when some teachers submitted our certificates which we received in 2015 from NCERD we were told by the Teaching Service Commission that payments for this certificate was stopped a few years ago or otherwise put on hold, awaiting the Minister of Education to give the go ahead for the recommencement of payments.
Some teachers who finished this course about five years ago are still receiving their $3000. So why was the payment put on hold? The clerk said “that it is up to the minister of education (sic) to give the okay”. So they at the TSC can write the Regional Democratic Councils on the teachers’ behalf to be paid their money.
I am wondering whether the minister is aware of this development, since it’s a new government, he needs to be. We need our money because we were told that it would be an addition to our salary and its only $3000. Since getting the certificate I am sure our performance as teachers has improved in the classroom as mine did. I hope the minister can respond to this letter quickly to let us know what he plans to do about this situation facing teachers who have finished this course. Better yet they can give the okay to TSC for us to start receiving our payments as we were promised. The graduates are anxiously waiting to see an urgent solution with regards to this issue.
