Dear Editor;
There are decent and honest employees of the GRA. Undoubtedly there may be rogue elements but by and large the employees of the GRA are hardworking and honest.
This is why it was hurtful for the Chairman of our organization to label all of us as corrupt and untrustworthy to justify the appointment of his unqualified and inexperienced secretary at a super salary (comparative to other employees with similar qualifications and experience).
In light of this statement we, the hard working employees of the GRA have noted that the very Rawle Lucas rehired one Mr. Earl Daniels at the GRA. Can Mr. Rawle Lucas tell us the employees of the GRA and the taxpaying public the following:
a. Mr. Daniels was a former army officer and was employed by the GRA after a competitive process. he was employed as Senior Manager Law Enforcement and Investigations Division(LEID).
b. The Governing Board headed by the great late Mr. Clyde Roopchand, may god bless his soul, took a collective decision to terminate the services of Mr. Daniels. Can the Chairman say why this was done?
c. Can Lucas say whether Mr. Daniels was honourably or dishonourably discharged from the army?
d. Can Lucas say why Daniels was rehired without a competitive process in breach of the GRA rules and Board procedures?
e. Can Lucas if Earl Daniels was interviewed for the job or was he selected by Lucas for the job?
f. Was the vacancy advertised?
g. Were there any competent experienced persons within GRA who could have filled this vacancy?
h. How many other persons were interviewed for the position?
i. Can the Chairman say why Daniels was hired at a higher band in the scale than other Assistant Commissioners? Does he have special knowledge and qualifications? Is he more equal than us? We would be grateful this knowledge so we can also get paid higher on the salary scales.
j. Can you tell us whether a comparative analysis of the performance of Daniels as former head of the LEID GRA reveals that he was more competent than other persons holding this position? Was the amount of seizures under his watch higher? Was revenue collection greater? We would be thankful for this information. We have a slight idea.
k. Can you tell us Chairman if this is a case of cronyism and if this is what we can expect from you as our chairman? Can you tell us if we will be overlooked for promotion by you in favour of your friends and alleged students?
l. Please advise us if the competitive process for filling vacancies at the GRA has been suspended in favour of your personal appointment process and what is this new process?
m. Will the competitive process return once you have filled positions with your friends and students? We await your response with bated breath.

Again, either Mr Lucas is taking orders or he lacks managerial skills. We have noted that more and more military personnel are being placed in public service jobs so my thoughts are that Mr Lucas is fulfilling somebody’s dictates.
The letter writer is asking some serious questions of Mr Lucas and now that this letter is published I hope he has the gut to respond.
So far from the letters back and forth, it is clear that Mr Lucas is destroying the morale of the staff. Is his intention to frustrate them that they leave, thus giving him free reign to select people of his choice. Among the several responsibilities of a supervisor is the task of motivating those he supervises and help them grow and aspire to the next level. Every worker has the desire to move up the chain and should be given every opportunity to do so.
