Dear Editor;
Of recent I notice an article published by your newspaper regarding the award of contract to Cummings Electrical Co. for the supply of one 175 Kva diesel generator to the Guyana Power and Light Inc. (GPL). I since noticed that the CEO of the Hinterland Electrification Program, Mr. Horace Williams subsequently responded to your article stating that the lowest price is not necessarily the best price when awarding a tender.
Editor, Mr. Williams is correct… the lowest price sometimes is not the one that should be awarded the contract…there are other technical specification to be met, and I was going to give Williams the benefit of the doubt when two things struck me.
Firstly, a check on the electricity.gov.gy website, saw a list of companies which tendered for the project. Mr. Cummings, who the project was awarded to was not the second best priced bidder, neither the third, nor the fourth or fifth but the ninth bidder (yes 9th) with a price that is over $2M over the lowest bidder.
In a nutshell, Cummings Electrical was awarded a contract after being ranked 9th in terms of price and $2M over the lowest bidder. Something just does not seem right here.
Secondly, it has come to my attention that Cummings Electrical has benefitted from a series of contracts. Would the situation be similar as the above? These award are being issued by GPL and the Ministry of Public Infrastructure.
Mr. Editor, it seems like we will be continuing where we left off from the previous administration when it came to the handling and awarding of public tenders.
Mr. Editor, I pen this letter to let the APNU/AFC government, ministers, and public officials know that in the year 2016, the people of Guyana will not sit idly by and watch corruption go unpunished. For those in the government who think they are too old to go to jail for corruption, then they will learn the hard way sooner rather than later.
