I read this in Kaieteur News of April 1st. April 2016: “Prime Minister Moses Nagamootoo said that he is still looking for a way out for Arjoon. Nagamootoo said that he has been looking at the Ombudsman report but “cannot make a conclusion.” He said that the report is not clear on what should be done or “if the parliament should do something. I am looking for verification.”
I am of the belief that the Ombudsman, attorney –at- law, Winston Moore, did his job in examining the complaint by Mr. Arjoon./ Ombudsman Moore was appointed by the President of Guyana’s in January 2014. The Ombudsman’s office has the authority to examine wrongdoings in public office. / The Finding in his Report on the Arjoon’s complaint said that the victims ”suffered a grave injustice and should be compensated for losing seven years of their lives.”
At a time when it may have been dangerous to rule as the Ombudsman did, Ombudsman Moore called it as the law saw it. He was courageous enough to say this to the then people in power who chose not to act on his Findings. Now it is the turn of the present Granger Government to make things right.
What is meant by the PM saying he “cannot make a conclusion.”/ Conclusion about what: / Whether Mr. Arjoon and others from NBS were made to suffer an injustice or perhaps a conclusion about the people who falsely accused the then CEO, Mr. Arjoon. Perhaps Prime Minister Moses Nagamootoo is reluctant or unable to go up against the people who could be blamed for the criminal actions against the NBS’ CEO and Managers?
/ PM Nagamootoo claimed that he has seen a draft of a motion to be laid in the National Assembly to speak to the matter. He didn’t give details about the resolve of the motion but said, ‘I had asked a back bencher to table a motion to bring to Parliament…but we are still looking for verification.’”
I wonder what Prime Minister Moses Nagamootoo is looking to verify? / Perhaps to verify men were charged wrongfully but the Ombudsman’s report already confirms this and is based on results of an investigation that was done over a few months. / Perhaps he wants to verify that over eight years has passed and these men, have not been compensated by the state for the actions of the Director of Public Prosecutions and other public officials he identified? The Ombudsman used information/evidence provided to investigate if there was wrong doing./ Could Prime Minister Moses Nagamootoo further verify what the Ombudsman’s findings were, regarding the charges laid against these men? Perhaps he could also arrange to compensate the victims and charge the perpetrators, as would have been done in countries where the rule of law is taken seriously?
Prime Minister Moses Nagamootoo needs to show some backbone as demonstrated by Ombudsman, Retired Justice Winston Moore. He needs to redress the wrong that was found to have been done to Maurice Arjoon and the others from NBS. These men stood up for the bank and its depositors. To continue to hang them out to dry for almost nine years, is wrong – a seriously grave injustice.
