Dear Editor,
As a disclaimer I am informing all who may read this presentation of my views on Terroristic Threat as it relates to the Kaieteur News transcript of a phone conversation between Attorney General of Guyana, Mr. Anil Nandlall, and Mr. Leonard Gildarie, that I am not an Attorney at law or am I in anyway giving the impression that I am.
International communities treat very seriously threats that speak to the injury or death or destruction of an individual, group or any other thing. Such expressions are now labelled “terrorist threats” and are of the behaviour internationally condemned as Terrorism.
States in the United States of America for example have enacted laws meant to punish any one engaging in Terroristic Threats even if that person is from a country that did not sign on to any law relating to terrorism. Therefore if a citizen of Guyana for example is accused by the people in Guyana of what is considered a Terroristic Threat, it may be possible in the United States of America to take action to bring that person before a court of law, if he or she should set foot on the soil of the USA.
The laws against Terroristic Threats are clear.
On Tuesday October 28, 2014, Kaieteur News, a daily newspaper published in Guyana, South America ran a headline: Attorney General Reveals Plan To “Hit” Glenn Lall, Kaieteur News. The article related to the headline for an article that reproduced “Transcript of a phone conversation between Guyana’s Attorney General Anil Nandlall and Leonard Gildarie, senior reporter, Kaieteur News.” In the conversation Attorney General Nandlall is alleged to have made the following statements:
“… no hear nah you know it gun stop? Somebody gun go into Kaieteur … they gun just walk with their weapons into that same f**king Saffon Street office and wha come suh do and innocent, peter gungah pay fuh f**king Paul in deh one day, me tell you innocent, me tell you honestly, man to man that will happen soon.”
In the above quote we see that a threat is made and a promise to execute is made.
The Attorney General continues:
“I think that you should, my first advice to you is that you should move out of there … it is a dangerous f**king place to work, is a dangerous place because, that I am telling you, read between the lines, this thing not going to go on for long …”
In the above quotes we see the Attorney General giving what seems: A prescription to commit an act to harm individuals, including innocent individuals; Tacit or explicit knowledge of a plot; Advice for avoiding consequence of a plot.
The threats made by the Attorney General and other statements relating to his Hindu Cast (India’s cast bigotry) shows Mr. Nandlal to be a racist and even more seriously, having criminal terrorist intent.
Mr. Nandlall is also shown not to be a trustworthy person. In the telephone conversation Mr. Nandlall boasted of being a very rich man, yet he took money or encouraged others to give to him moneys from the national treasury for his personal uses.
In light of all that is said above, it is the duty of the President of the Cooperative Republic of Guyana, through the Will of the People,that Mr. AnilNandlal be removed from his office as Attorney General forthwith.
