-To help NDCs execute work programmes
The Ministry of Housing’s “Community Infrastructure Improvement Project” (CIIP)
recently facilitated the employment of 54 persons to assist several Neighbourhood Democratic Councils (NDCs) in Region Five to improve access and aesthetics in communities.
On Tuesday and Wednesday last, a team led by Project Coordinator, Karen Roopchand, visited six NDCs in the region to sign employment contracts, distribute safety gear and tools, and discuss work programmes with NDC officials.
According to Roopchand, CIIP has recruited a total of 29 persons to assist the Woodlands/ Bel Air, Seafield/Tempie and Zeelust/Rosignol NDCs. She said that another 25 persons were appointed to work with the Profit/ Rising Sun, Woodlands/Farm and Hamlet/Chance NDCs.
Roopchand said that the Community Enhancement Workers (CEWs) will be executing tasks outlined in the NDCs’ approved work programmes. She explained that the CEWs would not replace the workforce of the NDC but will be complementary.
She said that they will operate in groups monitored by a Regional Community Enhancement Officer. She noted that each group will have a team leader responsible for ensuring employees optimize the 16-hour work week.
Roopchand said that the priority areas the CEWs will focus on are clearing of vegetation from cemeteries and community drains, and weeding parapets.
According to the Chairperson of the Zeelust/Rosignol NDC, Padmini Jagnandan, the NDC has to provide quality service to about 6,000 households, a task that is hindered by the lack of human and financial resources.
She noted that the CIIP workers would be of great help to the NDC. “There are many community drains to clean and parapets to weed. There are five villages in this NDC that have similar needs and the CIIP workers could focus on those areas,” Jagnandan said.
Officials of Seafield/Tempie NDC also expressed gratitude for the assistance from CIIP. Low tax collection has limited the NDC’s ability to hire fulltime employees. As such, basic enhancement works, including cleaning of drains in the 12 villages of the NDC, are not done regularly.
Overseer of Seafield/Tempie NDC, Alexis McFarlane, related that cleaning of internal drains is a major priority of the NDC, particularly with the upcoming rainy season.
