While the ruling People’s Progressive Party (PPP) has listed its concerns as regards the Preliminary List of Electors (PLE) produced by the Guyana Elections Commission, (GECOM), Deputy Chief Elections Officer, Vishnu Persaud, has noted that the commission is committed to ensuring a credible list of voters.
Responding to the recent disclosure made by PPP General Secretary Clement Rohee that the names of almost 3000 dead persons are on the voters’ list, Persaud said that “GECOM welcomes information as it regards to any perceived irregularities or discrepancies and will investigate to ensure that the voters’ list remains accurate and credible.”
During a press briefing on Monday, Rohee claimed there are major discrepancies associated with the Preliminary List of Electors (PLE). He said that members of the party have found 2,958 dead persons listed on the PLE. Among those on the list are former President Arthur Chung and the wife of the late President Forbes Burnham, Viola Burnham.
According to Rohee, checks on the PLE for Regions One, Seven, Eight and Nine accumulatively accounted for 450 of the overall sum of dead persons. He added that Region Three’s list had 232 “dead persons” and 345 were discovered on the Region Two list.
Further, Rohee noted that 430 names of persons who no longer exist were on the list for Region Five while Region Six’s list, with the highest number of dead people, has 925. Regions Four and Ten, separately, had the same number of dead voters; 288.
Rohee said that the PPP has since sent its findings to GECOM, with the hope that the Commission will take necessary action. Rohee called on GECOM to ensure a credible list of electors is produced at the end of this current extended “Claims and Objections” period.
Yesterday, Persaud explained that there is a procedure during the “Claims and Objections” period in which persons can object to the names of persons on the list, who are no longer eligible to vote.
The Deputy Chief Elections Officer noted that the General Register’s Office (GRO) would periodically forward to GECOM list of persons, who are deceased.
This information, he said, would be used as a guideline when removing the names of deceased persons from the voters’ list. However, when objecting to a name on the list, Persaud said that persons are required to produce relevant documents to support their claims.
“We would need the documents to support those claims…We cannot flag dead persons without tangible evidence. It is a legitimate part of the procedure, because I’m sure we will encounter problems if we remove names from the list without the relevant information,” Persaud asserted as he maintained that GECOM is working assiduously to ensure that the process leading up to General Elections remains clear and legitimate.
