The Police Force and millions in vehicles

In the Friday, July 11, 2014 issue of the Kaieteur News there is an article which reads, ‘Police Force Receives 35 New Vehicles.’ This seems to be a regular event where millions of the tax payers’ money is spent on buying vehicles for the Guyana Police Force.
One concern that I have is whether proper inventory is done regarding the use of these vehicles. Many times whilst driving around the city I would see a police vehicle around places where it should not be.
Further, I would like to add that all these pictures are taken solely for the purpose of propaganda since there are countless occasions where police officers were late arriving at the scene of a crime or accident and made the excuse of not having an available vehicle.
