– Kellawan Lall to be Ambassador to Brazil
Minister of Local Government Kellawan Lall is being assigned a diplomatic posting in Brazil, while Parliamentarian Norman Whittaker will assume the duties of the Minister of Local Government, a source at the Office of the President has said.
Both appointments are expected to be made tomorrow. Lall will be named Ambassador to Brazil, taking up the Brasilia positing formerly held by Harrinarine Nawbatt, who has since been reassigned to Ottawa.
Whittaker, who currently serves as a senior functionary within the Ministry of Amerindian Affairs, was the former Chairman of Region One (Barima/Waini).
Lall once served as Political Advisor to President Bharrat Jagdeo and was asked to join the Cabinet as Local Government Minister after the People’s Progressive Party (PPP) won the elections again in 2006.
Jagdeo failed to sanction Lall even after a high profile incident in which he fired his gun outside an East Coast Demerara rum shop after striking a teenager with his gun. He later claimed that he was trying to make a citizen’s arrest.
Lall also faced heavy criticism when he said that he would be happy to see a garbage crisis in the city because it would help to remove the City Council.
Also, questions were raised about how the Police were handling a case in which Lall, while driving his vehicle hit a motorcycle, causing injury to the motorcyclist. He was reportedly to have left the scene without rendering assistance. Lall later said that was not true.
This latest change in the Cabinet brings to the number to three since Jagdeo appointed a new Cabinet in 2006. Henry Jeffrey, who served as Minister of Foreign Trade and International Cooperation, resigned the post at the end of December, 2008 after disagreements with Jagdeo, and no new Minister was reassigned to the post.
In January 2009, when Harrinarine Nawbatt was sent to Brazil, Irfaan Ali took up the post as Minister of Housing and Water.
