Peeping Tom on February 7, 2011 asked what is there to hide with respect to public procurement in Guyana. Unfortunately Peeping Tom, very much. One only have to visit the 2009 Auditor General Report and one can find on page x of that document the following:
“A sum of $1.404 billion was paid to New Guyana Pharmaceutical Corporation Limited on the basis of sole sourcing approved by National Procurement and Tender Administration Board and not by competitive bidding as required under the Procurement Act (2003).”
The Procurement Act (2003) [PA] is an act to promote competition, fairness and transparency in the procurement process. This cited transaction violates the core purpose of the Procurement Act, since there was no competition, no fairness and no transparency. What if Mike’s Pharmacy or IPA had a chance to tender for that contract, would the taxpayers not be paying less for pharmaceuticals? Why does the Government pretends to pass laws when it has no intention of putting that law to work? Yet in the past, the people were fooled about Good Governance. In the end their true identity is revealed – sheep in wolf clothing. Well the people will be fooled no more and the AFC shall free them from this mental and economic slavery of the PPP and PNCR.
This Jagdeo Government reminds me of Animal Farm. Throughout the story, we follow the plight of the animals. As the new government of the animals on the farm progresses, a new ruling class, the pigs, emerges. In the end, the pigs become the new ruling class and ultimately become indistinguishable from humans, the old ruling class. How different is the Jagdeo cabal from the old British Massa with their exclusive clubs and indoor pools where they do their wickedness behind curtains and then jump up on stage to lecture the Guyanese people on how to live and how to tighten their belts.
I ask the members of the sugar belt and rice belt, would you allow these Stalins in the PPP to ruin Jagan’s legacy? Five more years of the Jagdeoites and Jagan will be no more. It is time to give a true son of the Jagan principles, a chance to rekindle the Cheddi Jagan legacy by voting for the key and vote AFC. Mr Khemraj Ramjattan a true son of Jagan will:
1. Bring our race together to work together and to build together. Looking at Raphael and Khemraj work together reminded me of what I read of Burnham and Cheddi in days of the original PPP.
2. Share the economic pie to more of our Guyanese people by allowing the poor classes of people to have more money in their pockets and checking the activity of the hungry friends of the ‘Champion’ from further raping the nation. The AFC will create the value added jobs raising the lifestyle of the people from the subsistence level
3. Help the poor and rich to get richer and thus reduce the gap between the rich and the poor in Guyana.
4. Bring back good governance to the Government of Guyana by running a lean and clean administration.
Need, I say more. I call on the people to judge the three parties PPP, PNCR and AFC on issues and move away from this racist fears since this fear is what allow us to be saddled with the thieving class every time.
