Put a hold on the Hope Canal project

There seems to be some very serious concerns about the feasibility of the Hope Canal project, both in terms of its use and in its construction.
I cannot see how the cost of $3.5 billion was arrived at in 2009 when no detailed investigation was carried out, and when the appointed consultants are not certain of the construction of the dam in deep pegasse, as pointed out by Mr. M. Alli, a very experienced Civil Engineer, who designed and constructed similar works in the mammoth MMA.
What recourse do we have if after spending $2.0 billion, we discover a far better solution to the East Demerara Conservancy problem, like only raising the level of the embankments to store the flood waters?
Another big question is who will monitor the expenditure on the dam. Would it be the Consultants, the Ministry of Agriculture, or a special Unit directly under the Minister of Agriculture himself?
Let us stop and rethink the Hope Canal project, which may turn out like the Skeldon Sugar Factory
