Quite recently in the letter columns Mr. Hermon Bholaisingh called for the creation of the position of Chief JP to oversee the functions of Justices of the Peace, just as how there is the Chief Justice who oversees the functions of Judges and Magistrates.
Mr. Bholaisingh is either out of his mind or so full of ego that he wants to create an unnecessary structure so that he can implant himself in an existing judicial system.
A Justice of the Peace is a Lay Person who fulfills some civic responsibilities. On the other hand, a Magistrate or Judge is a trained legal professional whose expertise, decisions, and obligation have to do with the support of law and the administration of Justice.
From time to time we see Mr. Bholaisingh making recommendations that have to do with the administration of Law and Constitutional changes. What readers are not sure of is the recommendations are coming from himself or the JP Association of which he is the President.
Since the eleventh century the importance of Justices of the Peace has been diminishing slowly. Their functions are very limited right now.
