The recent tape recording that has surfaced between a person believed to be Kwame McCoy and a youth who identified himself as Julius illustrates that McKoy is a shame and disgrace to the Human Services Ministry and the work of Minister Priya Manickchand and her staff.
This is according to PNC Shadow Human Services Minister, Volda Lawrence, who stated that she also did not believe that the president would act on the new allegations against McCoy who is a member of the Rights of the Child Commission.
She drew reference to the fact that the President has not been acting on allegations against Minister of Health, Dr Leslie Ramsammy, as well as the many other issues that the Peoples National Congress Reform has raised.
Several efforts to contact Minister Priya Manickchand proved futile.
Kwame McCoy, in a statement to Kaieteur News on Saturday evening, stated that information was brought to his attention that there is an audio recording of a conversation between two males, one of whom is purporting to be Kwame Mc Coy and the recording is clearly a fabrication aimed solely at “smearing my character and family name.”
“It is important to note that since my appointment to the Rights of the Child Commission I was reliably informed that there was a certain group of persons out to get me at all cost and I was warned to be careful,” the statement added.
He said that on Saturday someone attempted to impersonate him, “by contacting the Kaieteur News pretending to be Kwame Mc Coy and stated that I had tendered my resignation from the Office of the President as well as the Rights Commission based on the release of this recording.”
He stated that he is already in contact with his attorneys and will be taking legal action against anyone or media house that seeks to publish the recording and or any story that is being derived from it.
McCoy faced staunch opposition to his appointment on the Rights of the Child Commission from the opposition political parties in March when parliament met to debate the nominees for the Rights of the Child Commission.
On that day, Parliamentarians on the Government side of the House were greeted by a volley of chants, including shouts of ‘Shame on you’ and a picketing exercise by PNCR supporters.
Opening the arguments on the Opposition side after the motion was tabled by Gail Teixeira was Deborah Backer, who launched a fierce attack on the nomination of McCoy.
According to Backer, McCoy did not in any way satisfy the criteria set out for the selection of persons to be recommended to the President for appointment.
Backer described McCoy as extremely confrontational as well as controversial.
In seeking to put the issue of McCoy in perspective, Backer told the House that the Committee of Appointments met regularly, and the entities entrusted with the nominations by early January had proposed some 14 names, and the committee was asked to prepare the draft report and insert the final name.
This name came from the Ministry of Labour, Human Services and Social Security.
Backer revealed to the House that by way of a telephone call she was first informed of the final nominee to the list, which was McCoy.
“We felt that because of his close association to the governing party… he is confrontational… he is dogmatic, he is arrogant, he is rabid, thus unsuitable as a member of the Commission.”
Backer was subsequently forced to withdraw some of her words, given that they were not considered parliamentary language.
The Opposition also pointed out that another critical area in which McCoy failed was the fact that he did not have public respect, unquestionable honesty and integrity, which was vindicated in the initial public response to the announcement that McCoy was nominated to the Commission.
The recording which is circulating on the internet was aired on the website www.guyanaobservernews.org run by Mark Benschop on Friday evening.
According to Benschop, he is currently playing the recorded conversation after each hour of music on his website’s online radio.
It features a conversation that is sexual in nature and captures a moment of heartbreak over a failed sexual liaison.
The recording begins with the boy identifying himself and calling the name ‘Kwame’.
After the preliminary introduction and a query from the person identified as Kwame about the failure of the two to keep a scheduled appointment, the boy says that he has never indulged in such a sexual dalliance and that he is skeptical.
He goes on to tell the person whom he calls McCoy that he was scared to have sex with him given that it is the first time that he would be doing something like that.
The person alleged to be McCoy then breaks down in tears at what he described as rejection, given that he was given the impression that he was being avoided.
This, the person that identified himself as Julius says, was as a result of the fact that he had never done something like that.
The individual could be overheard telling who it is alleged to be McCoy, “Don’t cry Kwame…Don’t cry…Do that for me please. Don’t cry.” The crying goes on for some eight minutes of the recording which lasts for about 15 minutes.
This person identified as Kwame then talks about taking time from his work, and renting a room in a hotel because he had relatives at his home when Julius was supposed to visit.
He talks about the money he gave to Julius and then further laments the rejection. The meeting was scheduled for Friday and the call from Julius was made on Thursday as gleaned from the conversation.
The individual identified as Julius is even overheard saying that, “What would you do to prove your love for me?” He gets an answer to the effect that he should consider all the time and money spent behind him as being a sign of this love.
In trying to seek to convince the person who identified himself as Julius that the sex should be no problem, the voice believed to be that of McCoy tells the individual that it is no different than having sex with a woman.
