(Kaieteur News) – A new web-based application aimed at tackling littering and environmental violations in Guyana has been launched, giving citizens a direct channel to report offences to authorities for investigation and enforcement.
The platform called ‘Clean 592’ allows users to document and submit reports of littering, illegal dumping, burning of waste, and other forms of environmental pollution. Reports made through the app are sent to the Environmental Protection Agency (EPA), which is responsible for enforcing environmental laws in the country.
The initiative comes amid ongoing concerns about improper waste disposal across communities, particularly in urban centres such as Georgetown and along coastal regions, where drainage systems are often clogged by garbage, contributing to flooding and public health risks.
According to the EPA, Clean 592 is designed to be simple and accessible where users can access the platform via a web browser at https://clean592-app.web.app/ or install it on their devices. Once inside, they can initiate a report by selecting a reporting icon, uploading a photo as evidence, and identifying the type of violation observed.
The app also enables users to provide location data. If a report is made in real time, GPS coordinates may be automatically recorded. Alternatively, users can manually enter a landmark or description of the location. Additional details such as the time of the incident, vehicle registration numbers, and other observations can also be included before submission.
All reports are forwarded to the EPA for follow-up action under existing laws, including the Environmental Protection Act and the Litter Prevention Regulations. These laws outline penalties for improper waste disposal and give the agency authority to investigate and prosecute offenders.
Environmental advocates in Guyana have long argued that enforcement of anti-littering laws has been inconsistent, despite the existence of a legal framework. The EPA has previously encouraged citizens to report environmental breaches, but reporting mechanisms were often seen as cumbersome or unclear. By contrast, Clean 592 is said to consolidate the process into a single platform, potentially reducing delays and improving the quality of evidence submitted.
Citizen reporting apps have been used in other countries to support environmental enforcement; particularly where regulatory agencies face resource constraints. However, it is not yet clear how quickly reports will be processed and whether the EPA has the capacity to respond to a potentially higher volume of complaints. There are also concerns about data privacy and the need to ensure that reports are verified to prevent misuse of the platform.
Responsible use of the app is being encouraged and citizens are being asked to submit accurate and verifiable information. Users are also asked to review their reports carefully before submission to ensure that details are correct.
