Kaieteur News – Minister of Human Services and Social Security, Vindhya Persaud, has issued a stern warning to frontline officers in Region Five, calling for urgent improvements in how sexual assault and domestic violence cases are handled, particularly the preparation of medicals and case reports.

During a high-level meeting on Tuesday with police ranks, regional health officials, and childcare officers, the minister zeroed in on what she described as “critical gaps” that continue to undermine justice for victims. The meeting focused heavily on the delays in conducting medical examinations for victims, both adults and children, as well as the need for detailed and properly documented case reports.
The ministry in a statement noted that Minister Persaud firmly stressed that any delay or rescheduling of medical examinations places victims at further risk, potentially leading to the loss of crucial evidence and, in some cases, discouraging survivors from continuing with the process altogether.
During the meeting, she made it clear that such practices are unacceptable and must be corrected immediately, emphasising that the system cannot continue to fail those it is meant to protect. “We do know when there are cases of child abuse or there are adult cases of violence, medical reports need to be done within a certain timeframe. If they are not done within a certain timeframe, they have no value,” she stated.
The minister said that what has been happening is that there is a “push around” when children or complainant come forward, to get a medical especially in sexual assault cases.
“So we need to do better with this. The intention is to make the case report strong. Report has to go to a court, if a report has gaps, if a report is not sound, the case goes downhill before anything happens…Too many cases go downhill because of poorly written reports and medicals done long after the fact. So, I think this needs to be fixed now, we can’t wait, this has to be fixed now,” she told officers on Tuesday. Persaud also called on both police and medical professionals to ensure that all reports are thorough, accurate, and reflective of every critical detail, so that cases brought before the courts are strong and capable of securing justice for victims.
