(Kaieteur News) – Some 143 complaints were made to the Police Complaints Authority in 2025, Volume Two of the Budget Estimates 2026 has revealed.
Under Programme Performance Statements, it is reported that the objective of the authority is to respond to any complaints and supervise the investigation of serious crimes, alleged to have been committed by members of the Guyana Police Force (GPF).
Strategies implemented by the authority include to “assess complaints and supervise the investigation of certain serious crimes alleged to have been committed by members of the police force.”
In addition to supervising the investigations into the alleged crimes committed, it also has the responsibility to submit reports of any investigations before criminal proceedings are initiated to the Director of Public Prosecutions.
For 2025, 143 complaints were received while, 300 reports were targeted for that year. Of the 143 complaints received, 21 were addressed, while 12 were rejected.
In February 2025, this publication reported that the Police Complaints Authority (PCA) received 127 complaints in 2024. Of these, 54 cases were closed, while 32 complaints were rejected.
The PCA is tasked with responding to complaints and supervising investigations into serious crimes allegedly committed by members of the Police Force.
Its strategies include assessing complaints, overseeing investigations, and submitting reports to the Director of Public Prosecutions (DPP) before criminal proceedings are initiated.
The budget document outlined that in 2024, the authority made 41 recommendations for pending investigations. Additionally, 34 recommendations were sent to the Commissioner of Police for investigation and necessary actions.
It also disclosed that the authority forwarded six recommendations to the chairman of the Police Service Commission for further investigation and necessary actions. No recommendations were sent to the DPP for legal advice in 2024.
For 2025, the PCA had set higher targets, expecting to handle 240 complaints. It sought to close 235 cases. Recommendations for pending investigations were projected to decrease to 20, while recommendations to the Commissioner of Police were expected to rise to 60.
The PCA’s impact includes ensuring that complaints are investigated and that written reports are submitted to the Commissioner of Police and the DPP to facilitate the initiation of criminal proceedings where necessary.
