(Kaieteur News) – The Government of Guyana, through the Office of the Prime Minister (OPM) is currently seeking a private investor to partner with, for the bottling, transport and distribution of cooking gas for domestic use.
According to a Request For Proposals (RFP) published this week, government is aiming to start the project under the ‘Guyana Gas Bottling and Logistics Company’ (GGBLC).
OPM explained that the proposed GGBLC, a company to be incorporated, under a public-private partnership model, will bottle, transport and distribute cooking gas to supply the local market.
The private partner will be responsible for the financing, design, engineering, construction and operation of the company. Meanwhile, GoG will establish the gas bottle company, structure and secure financing and arrange all contracts and permits.
Government said GGBLC is targeting reduced price of domestic cooking gas. It explained, “Annual domestic demand for cooking gas is equivalent to three million 20-pounds cylinders with a retail value of G$14 billion per annum.”
The proposed gas project is to be developed at Wales, West Bank Demerara, east of the Gas-to-Energy (GTE) Combined Cycle Power Plant and Natural Gas Liquids (NGL) facility. Cooking gas will be supplied to the facility from the Guyana Power and Gas Inc (GPGI), a fully owned Government of Guyana company, at wholesale prices.
Notably, companies must have experience in engineering, procurement and construction (EPC) as well as operating similar facilities. Companies have been invited to also share the proposed size or perimeter of the land and detailed plan showing all parts of the bottling company and supportive infrastructure.
EPC price breakdown and local content objectives are also required to be shared with the GoG in all responses to the RFP. Additionally, government has invited its potential partner to provide an EPC contract with “sufficient details and schedules, reflective of best practice and/or executed by your firm as EPC contractor” as well as an operator contract with details on expected taxation during EPC and operational stages.
The deadline for responses to the RFP is January 15, 2026.
Head of the GTE Taskforce, Winston Brassington previously explained that the startup of the NGL facility will provide the country with some 4,100 barrels of by-products daily- such as cooking gas and fuel for cigarettes- among others.
Guyana however utilises approximately 700 barrels per day of these products, which means the country will have to seek markets for 3,400 barrels of byproducts each day or 1,241,000 barrels on an annual basis.
Brassington explained that Guyana will be getting some 50 million cubic feet of gas per day (MMCFD) as assured by the contractor. This will amount to 63 million barrels of liquids per annum, he said. According to Brassington, “This is equivalent to about 4,100 barrels of liquids per day- so the C3, the C4, the C5 plus, the propane, butane and pentane.” He was keen to note, “right now the country only utilises about 700 barrels a day, so we will have quite a lot to export.
So far it is unclear whether government has secured markets for the remaining products from the project. Despite calls for a feasibility study on the GTE project, a thorough examination of the massive US$2B initiative was never undertaken. In fact, politicians said the project was a “no-brainer”.
