Dear Editor,
I write with deep concern and growing frustration, over the continued obstruction of a vital drainage canal near the Regional Democratic Council (RDC) office in Region 4. This canal serves Mon Repos, Triumph, Beterverwagting, and surrounding communities. For several years, a purportedly illegal and ever-expanding structure (industrial site), has occupied this critical space, blocking access for machinery and preventing routine maintenance. The result: increased flooding risk, environmental degradation, and mounting distress among residents.
This structure is more than an eyesore. It pollutes the environment, disrupts community life, and undermines public safety. Worse still, a second structure is now being erected nearby, compounding the problem and signaling a troubling pattern of unchecked development in a space meant for public utility and protection.
This is my third follow-up letter in over a year, with previous appeals published on October 13, 2024 and March 10, 2025. Yet, no visible action has been taken. The proximity of these structures to the RDC office raises serious questions:
– How were these drainage reserves allocated?
– Were corrupt practices involved at the level of the Neighbourhood Democratic Council (NDC)?
– Why must communities bear the consequences of decisions that compromise infrastructure, safety, peace and dignity?
With the rainy season upon us, the urgency cannot be overstated. Flooding is not a distant threat; it is a present danger. We now have a newly appointed Minister of Local Government, a new Minister of Housing, and fresh leadership within the RDC, including a new Chairman and Vice Chairman.
This moment presents an opportunity for renewal and accountability. I urge these officials to investigate the origins of this obstruction, clarify its legal status, and take decisive steps to remove it.
The people of Region 4 deserve answers. More importantly, they deserve leadership that protects their well-being and respects the integrity of public infrastructure.

Hon. Priya Manickchand, Minister of Local Government
Hon. Vanessa Benn, Minister within the Ministry of Housing
Hon. Mohabir Anil Nandalall, Attorney General
