(Kaieteur News) – The Carter Center Observer Mission on Friday called on Guyanese political parties that contested the 2025 general and regional elections to submit their campaign finance reports.
In a statement Friday, the mission outlined that under Guyana’s Representation of the Peoples Act (RPA), political parties that contested the recent election are required to submit postelection financial reports to the Guyana Elections Commission within 35 days of the declaration of results.
“With publication of the results in the official gazette on Sept. 16, these reports are due for submission to the chief election officer of Guyana Elections Commission (GECOM) imminently. The Carter Center encourages all parties to comply with this reporting requirement as a step toward fostering a culture of transparency and accountability,” it was stated.
The Carter Center said it will include recommendations related to campaign finance reform in its upcoming final report.
Ahead of the September 1 elections, the international elections observation mission accused the People’s Progressive Party/Civic (PPP/C) government of misusing state resources including the state media in its ongoing campaign to conjure up support for the polls.
The mission said it received multiple allegations from political parties and civil society that the ruling party misused state resources. “Social media and news reports are also rife with photographs suggestive of this problem. The use of state resources for party campaigning runs contrary to Guyana’s international obligations with respect to campaign finance,” the organisation outlined.
The center had underscored allegations against the government about the use of state-owned vehicles to use in campaign activities. The body also slammed the government’s widespread spending, which it explained puts competing political parties at a disadvantage.
When it released its preliminary findings on the elections, the mission had urged the incoming government to implement reforms aimed at fostering a more equitable electoral process and restoring public confidence in Guyana Elections Commission and the country’s democracy.
Among the Center’s key recommendations are: constitutional reforms, campaign finance regulations, and structural changes to GECOM.
During a press conference held in Georgetown Guyana, Jason Carter, head of the Carter Center Mission, emphasised the urgent need for systemic reform in Guyana. He said, “We have called for years on Guyana’s leaders, in this new government and parliament, whomever, they may be to continue the crucial discussions around constitutional reforms to implement campaign finance reform, it is especially important to ensure there is equal access to public information about the contracts that are about the things that affect people in their daily lives, and this is a crucial issue between elections.”
