The new LCDS needs additional work

Kaieteur News – The country’s Low Carbon Development Strategy (LCDS) is a very long document that has a laundry list of items to be further investigated, identified, and developed. Although a good initial attempt at framing the discussion, it lacks clear strategic priorities, outlined resource needs and the associated development plan to support the implementation of the strategy.

The strategy needs to be more concise, with clear priorities that are executable with a focused timeline for the implementation of each strategic initiative. The strategy also lacks clear and specific links to a well-articulated vision and mission. Something which should be on the level of a vision for the nation. This is a current opportunity for each major political party. The approach taken in the development of the current LCDS has not incorporated input from the regions, but sets out to do so after the launch of the strategic plan. The strategy development process is lacking specific input from these and other key stakeholders.

CRG recommends that the government first outlines its strategy development process before undertaking such an important task. The current LCDS reads more like a white paper with guidelines and considerations that should be incorporated from stakeholders when proceeding with the development of the strategy and it should be viewed this way.

With this perspective in mind the document is a good input that should be used by regional leadership in the development of their regional LCDS strategies. Unfortunately, given the LCDS in its current form, the government should go back to the drawing board and redo the strategy, so that it is more actionable and effective in meeting the needs of our Nation. Remember, the LCDS must be used as a key input / driver of the annual resource allocation and budget development processes. Thus, making it necessary for the LCDS to be clear and actionable.
