T&T state company in bid to develop gas processing plant in Guyana

Kaieteur News – Trinidad and Tobago’s Energy Minister of Energy Dr. Roodal Moonilal on Monday disclosed that their state-owned company Phoenix Gas Processors Limited is involved in a bid to develop a natural gas processing plant in Guyana.
“Today, we have another activity taking place, where I believe Phoenix Gas is involved in a bid to assist with developing a gas processing plant in Guyana, as well,” the minister said during T&T’s mid-year parliamentary sitting. He added, “We are hoping that that bid goes well, we are hoping that something can happen there.”
The minister spoke extensively on T&T’s regional strategy to prioritise energy cooperation with Guyana, Grenada, and Suriname. He stressed that it is critical for T&T state enterprises to establish themselves as serious entities in Suriname, Guyana and Grenada. “That is our vision, that is how you will become the hub, you will not become the hub by out producing Guyana…we will not become the hub by out producing Suriname with gas,” Dr. Moonilal said.
He also disclosed that his ministry held talks with United States company Fulcrum, who is involved in Guyana’s gas development, among other companies. “In terms of Guyana it is no secret that Guyana has more barrels of oil per day than they have people…they are producing oil. We are in touch with the Guyanese Oil and Gas Energy Chambers, I have been asked to say that the Trinidad and Tobago government is in touch with the energy chambers in Georgetown that has pledged to give their support to companies in Trinidad and Tobago to work,” Dr. Moonilal added.
He stressed that it is a sad reality that T&T has been in oil and gas for over 100 years, while sister Caribbean Community (CARICOM) territories are only about a decade into the industries, but noted that upon returning to office, the current administration discovered that the twin-island state has no “footprint” in those countries.
“Imagine the oldest, the territory with the most expertise, major infrastructure, human capital, had no footprint in Guyana and Suriname…” the minister lamented. “We have the potential today to become a regional leader, a hub in the Caribbean,” Dr. Moonilal said. T&T’s new Prime Minister, Kamla Persad-Bissessar SC, upon her reelection had signalled her administration’s plan to forge partnerships with Guyana, Grenada, and Suriname. Her announcement followed the T&T Dragon Gas deal with Venezuela being revoked by the US government. Persad-Bissessar had said, “The dragon gas deal is dead, we will be foolish to not go elsewhere…they kept it alive for 10 years and couldn’t make it work, so we are not going to do it now. Right in CARICOM, as I mentioned Grenada, Guyana, Suriname.”
Meanwhile, Guyana’s Vice President, Bharrat Jagdeo had explained that a study will have to be conducted to determine whether sending Guyana’s gas to T&T is more feasible than other options for monetising the resource. He explained that Guyana is currently considering at least three other options to monetise its gas resources like bringing the gas onshore to generate electricity and supply Brazil, using it for industrial purposes such as fertiliser and petrochemical production, or developing offshore LNG (liquefied natural gas) platforms for direct export – but processing in Trinidad could be another alternative which should be explored.
Guyana had contracted Fulcrum LNG in June 2024, to work alongside ExxonMobil Guyana Limited, and the government to monetise its gas resources. However, recently VP Jagdeo disclosed that no new agreements, including those with Fulcrum or for petroleum prospecting licenses should be signed before the upcoming 2025 Regional and General Elections.
