Kaieteur News- The US$2B Wales Gas-to-Energy (GTE) project is not a birth certificate that has to wait until the delivery of the newborn is completed, Mr. Jagdeo. Vice President Jagdeo also knows that the GTE is not like a marriage certificate where the couple must complete the civil or religious ceremony before they collect that piece of paper that recognizes the nuptials. Nor should the documents for the costly GTE be dealt with as if it were a death certificate. That is, what is issued after somebody dies and is officially pronounced. The Wales GTE is none of those developments in life. The US$2B project has much of the promising about it, plus much of the worrying about it, which is why its documents should be made public now.
The Wales GTE could offer much to energy-starved Guyanese, but only if it proves capable of delivering. A project of this crucial nature, one with a bill as big as currently stands, ought not to be something cloaked in haze. Guyanese have learned to their dismay that when there is political leadership fogginess, there is usually some expensive foolishness with their money. There is proof from past PPPC Government projects- those that had Jagdeo’s backing from promising beginnings right down to their mysterious ends. Also, although Guyana is rolling in more money than it ever had, US$2B is not card or dice money. We are clear and consistent in our position: let Guyanese see what they are going to get for their US$2B.
A proper leader, a project initiator and director who trusts himself, one who has confidence in what he is selling to citizens, would already have had the documents for the Wales GTE laid in parliament. Jagdeo is seemingly lacking in something somewhere with this project. So, he has no option but to resort to what has served him for a time in the past, only to bring him into discredit later. He resorts to secrecy, to buying time, and to making senior comrades in the PPPC Government look less than satisfactory. Three times, Prime Minister Mark Phillips promised to place the Wales GTE documents before parliament. Three times, Prime Minister Phillips failed to keep his promise to citizens. We believe that the prime minister, a former top army officer, is a much better servant than this. Though he is the second in command in the Guyana Government on paper, he has found out to his shame that his reality is insulting and embarrassing.
From all appearances, the senior vice president in Guyana is forced to bow to the commands of the junior vice president. Jagdeo’s long history of secrecy has now been extended into the hands of Prime Minister Phillips. The results of past secrecy, and the price that Guyanese have had to pay, and keep paying, could soon be owned by the first vice president. The latest from Jagdeo is that documents related to the Wales GTE will be presented when the project is done. Whatever Guyanese get that don’t add up, don’t deliver, Jagdeo will find a way to worm himself out of that predicament. If that is the price for being chosen as prime minister, and it means so much to Ret’d Brigadier General Mark Phillips, then he may not have done himself any favours.
Look at where Jagdeo is today with the GTE. A good salesman never tires talking about his products. For all the good that the GTE represents, from cheaper electricity, an end to blackouts, and business confidence in the national grid, the vice president now speaks less and less about his US$2B baby at Wales. We at this paper hope that this is not another of Jagdeo’s schemes that fall apart under routine scrutiny. The signs are not inspiring, and the first one that persists is that he has sworn himself and his companions to secrecy. Project Leader Winston Brassington has disappeared into the woodwork. The man with overall oversight of the project, Prime Minister Phillips, has lost some scarce credibility. While Jagdeo is clearly a leader who encounters increasing difficulty propping up the Wales GTE and himself. When it is completed is his new truth. It’s the same Jagdeo of old.
