Kaieteur News- Two civilians were arrested, and two members of the Guyana Police Force (GPF) are under investigation after they were caught on camera involved in a violent brawl on Camp Street, Georgetown last Monday.

According to Traffic Chief and Assistant Commissioner of Police (ACP) Mahendra Singh, the altercation began, when ranks were exercising their traffic enforcement duties. A video of the incident posted by Jasper Ramcharran on his Facebook page shows a tense moment in which one civilian began recording the scene on his phone. In response, the rank knocked the phone out of the civilian’s hand, prompting two other civilians to approach the officer aggressively.
This publication observed that one of the civilians, pushed the officer, which prompted the police rank to retaliate and this later led to the fight. As the scuffle continued, another officer arrived on the scene and joined the altercation, attacking one of the civilians. At one point, one of the civilians fled into a nearby compound, grabbed a spade and struck one of the police officers.
During an interview with Kaieteur News, ACP Singh confirmed that an investigation is underway into the conduct of both the police officers and the civilians involved. Singh highlighted that the civilians were arrested for the subsequent assault of the ranks. He said the behaviour of the two ranks is being reviewed in detail.
“Also departmentally the actions of the police are also being reviewed for appropriate action to be taken against them and that speaks to disciplinary action, because the video spoke to what the police did and what the two drivers did as well, it’s not one way… it’s both ways,” he said. Additionally, police are conducting an internal review of the officers’ actions, particularly their adherence to Standard Operating Procedures (SOPs) during the traffic enforcement exercise. If the investigation finds that the officers acted outside of protocol or in a manner that undermines their duties or the reputation of the force, disciplinary action will be taken, according to the Traffic Chief.
Meanwhile, the Guyana Police Force in a statement on Tuesday afternoon said that “the action of the ranks does not reflect the values and professional conduct of the Guyana Police Force.”
“While two wrongs cannot equate to a right, the Guyana Police Force urges all such actions to be reported for investigation. Members of the public are reminded not to attack or assault law enforcement officials acting in the execution of their official duties. Such attacks will be investigated, followed by court proceedings,” the statement said.
Further, the GPF said that it will be engaging in capacity building activities to improve the quality of service provided by the Traffic Department.
The conduct of the ranks will be used to ensure an improved quality of service by the Traffic Department via capacity building activities.
