It seems that the four or five members sit to undemocratically make decisions for the executive and members of the Clerical & Commercial Workers’ Union. The will of our members is being ignored and this situation must change, otherwise, the union would be headed by a group of dictators. I present my opinion on the following facts with reference to the acting placement of Sister Andrea Joseph.
At a special executive meeting of the union on Wednesday 14th March, 2018, Sister Andrea Joseph was proposed by me, Brother Sherwood Clarke -General President, to act as General Secretary due to the vacancy created following the demise of the General Secretary, Sister Ann Anderson. Sister Andrea Joseph was mandated to act in the position until the next triennial conference, which was scheduled for August, 2019. That motion was passed unanimously.
The acting General Secretary has failed us all, including the membership. The triennial conference 2019-2022 has not been called and we are approaching another triennial term 2022-2025. We are saddled with four or five members of the executive who make decisions for the union. Those decisions are unconstitutional. The rules stipulate that 13 elected members constitute the executive and the forum to conduct business on behalf of the CCWU, and requires eight members to form a quorum when meeting to make decisions are held. The apparent ad-hoc committee of five which is deciding for the union must stop immediately.
There is an apparent lack of effort to reach out to our members by the General Secretary; and, also, a lack of interest to negotiate with entities with which the CCWU has bargaining rights. Members have expressed concern over non-response to correspondence sent to the union by various organisations. That is a form of neglect of duty that undermines the confidence of members in our union. That is altogether unacceptable and must not be tolerated.
As General President I am mandating the General Secretary to call an urgent meeting to address the following:
A date for the Triennial Delegates Conference by applying the necessary rules to ensure its success. May it be resolved that the General Secretary (ag) adheres to this mandate, by planning and setting a date for the Triennial Delegates Conference and to ensure the conference is held on schedule. May it also be resolved that this conference be allowed to resolve all issues which are affecting the smooth functioning of the union.
